Create New Composition (Composition > New Composition) and set the size 450 x 450 pixels, if you are using the attached source files. Otherwise set composition according to your file height x width. Import both the jpeg files (File > Import > File) and drag in the timeline.

Hide the bottom layer and select the top layer. Apply the Card Wipe effect on top layer from the Effect menu (Effect > Transition > Card Wipe) . Apply the following settings in the image. Don't forget to set the key frame "Transition completion" key frame on 0.5sec at 0% and on 3sec at 100% and same as Rotation Jitter and Position Jitter settings.

Rows & Columns need to set according to the no. of rows and columns in the image, Try to increase to 10 or more and see some more amazing effect. Timing Randomness give randomness to the flipping of cards and give little realistic look.
Possibilities from this effect in After effects is endless, just play with the settings and achieve wonderful effects.
