14. And then extrude the top portion for tail and then adjust the vertices to match up the reference image
15. From top view scale the vertices to make the tail thinner

Your model should look something like on the image illustrating below. Note: I have deleted some extra edges between 2 edges on the tail, to keep the model a bit clean.

Now adjust the vertices to make the face for the side wings. Note: use move and scale tools to adjust the face for the tail wings.
18. Select the face and then extrude it a bit, then adjust the vertices and edges from different views to make it straight.
